à un courrier du 22 octobre 2004

« (…) vous m’avez rappelé le vœu adopté par l’assemblée départementale le 22 juin 2001 demandant au gouvernement d’initier le processus législatif permettant de réunir les cinq départements de la Bretagne historique, associés aux départements voisins qui le souhaite-raient, dans une grande région, et porté à ma connaissance la récente résolution du conseil régional de Bretagne, votée à l’unanimité lors de sa séance des 7 et 8 octobre 2004, relative au « processus de réunification administrative de la Bretagne ».Après analyse (…) Il résulte de l’application de ces dispositions codifiées que le législateur est seul compétent en matière de modification de limites territoriales (…) la modification des limites d’une région administrative relevant de la compétence du Gouvernement, seul ce dernier peut initier, par voie législative, la consultation locale correspondante.
Il apparaît, par ailleurs que l’absence de consensus local sur ce projet ancien de rattachement du département de la Loire-Atlantique à la région Bretagne ne permette pas d’envisager, à l’heure actuelle, une telle démarche.
Toutefois, j’ai transmis à Monsieur le Ministre de l’Intérieur, de la Sécurité et des Libertés Locales (2)le vœu adopté par votre assemblée ainsi que la résolution précitée du conseil régional de Bretagne. »
